POSITION OBJECTIVES

The Assistant Finance Director assists in planning, organizing and directing the City’s financial and administrative operations. This includes tasks related to investment management, accounting, budget administration, debt management, grants, utility billing, internal auditing, and purchasing. This individual assists in directing the functional areas or operations, ensures employees have the necessary resources to accomplish goals, resolves complex business issues, oversees the flow of cash, and generally assists the Chief Financial Officer and Finance Director in the execution of his/her authority and responsibilities in the areas of executive leadership, managerial and organizational effectiveness, fiscal planning, and budget accountability. The work of the Assistant Finance Director is reviewed by the Finance Director for departmental efficiency and effectiveness.

ESSENTIAL FUNCTIONS

Those functions actually required to perform this position, the removal of which would fundamentally change the job. These are intended only as illustrations of various types of work performed. Assists with the oversight and management of the Department’s Accounting, Budget, Purchasing, Grants, and Customer Service Divisions, and other organizations as may be determined

Assist with the direction of the City’s financial and management operations by utilization of the City’s ERP system

Assess, design, develop, implement and evaluate financial and operational internal controls and audits

Prepare financial statements and cost reports at regular intervals, including operating and capital expenditures, revenue projections, and annual budget

Assist in coordination with external auditors and preparation for and direction of the annual audit process. This may include preparation of reports, schedules, and statements

Assist with the approval of disbursement for goods and services within budget appropriations

Assist with ensuring compliance with 2 CFR 200 and all other purchasing and documentation requirements for federal, state, and county grant and emergency funding

Assist in the direction of the treasury collection activity, custody of public funds, oversight of the investment of City funds, and payment of bond obligations

Assist in review of Utility billings, collections, and related reports and records

Assist in review and development of proprietary and internal fund rates and allocations

Plan, direct, and supervise the activities of assigned employees. Review and approve employee decisions, recommendations, and actions

Assist the Chief Financial Officer and Finance Director in all phases of financial reporting, such as periodic financial reports to the Council and management, Comprehensive Annual Financial Report (CAFR), Popular Annual Financial Report (PAFR), Capital Improvements Program (CIP), and Annual Operating Budget

Perform, compile, analyze, and document complex financial information maintaining compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and other State and City laws and/or policies and procedures

Assist in implementing the long-term and short-term plans for the City as defined in the City Strategic Plan and Council Goals and Objectives

Assist in oversight of City’s Investment Advisor activity to ensure compliance with City's investment policy

Assist in review of debt management, refunding opportunities, debt payments, and coordination with the City’s debt advisor

Advise management on desirable operational adjustments due to accounting or law revisions

Attend City Council meetings and make presentations as necessary

Assist all departments with budgets, financial issues, and special projects

Prepare various regulatory agency reports and forms

Review reports submitted by staff members to recommend approval or to suggest changes

Serves as Acting Chief Financial Officer and Finance Director in the absence of Finance Director

Perform related works as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.

This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined by the City Manager in the City’s Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City’s Emergency Management Director or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.

SUPERVISORY RESPONSIBILITIES

Carry out supervisory responsibilities including interviewing, hiring, and training new employees; planning, assigning, directing and reviewing work; mentoring, motivating, coaching and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in accordance with the organizations policies and applicable laws.

QUALIFICATIONS

Education and Experience

Bachelor’s degree in Accounting or Finance.

Master of Public Administration (MPA) or Master of Business Administration (MBA) or similar credential, preferred

Six (6) years of progressive management experience in financial administration with public sector experience

Certifications, Licenses, and Registrations

At least one of the following preferred:

Certified Public Accountant (CPA)

Certified Public Finance Officer (CPFO)

Certified Government Finance Officer (CGFO)

A combination of experience and education may be considered in lieu of minimum requirements

Knowledge, Skills, and Abilities

Knowledge of supervision principles including motivation, communication, leadership, performance coaching, and evaluation

Knowledge of the laws and policies governing municipal finance and accounting practices and procedures

Knowledge of accounting practices and administrative policies

Knowledge of office practices and accounting equipment

Knowledge of municipal bonds and contracts and available investment opportunities

Knowledge of data analysis and forecasting techniques, such as Tableau, MS Power BI, SPSS, etc.

Knowledge of municipal utility operations, billing, and customer service

Ability to establish and maintain effective working relationships with the public, department managers, governmental officials, and with other City employees

Ability to read, analyze, and interpret work related documents

Ability to respond to various parties in a courteous and professional manner, regardless of the circumstances

Ability to effectively present information in written and oral format to individuals and small or large groups

Ability to identify problems and review related information, to develop and evaluate options and implement solutions that are in accordance with laws, ordinances, and established principles

Ability to communicate effectively both orally and in writing

Ability to assign and direct the work of others

Ability to formulate and install methods, procedures, forms, and record systems

Ability to supervise professional and clerical staff

Ability to prepare complex financial reports

Ability to establish and maintain effective, professional working relationships with the public and staff

Computer skills, including experience in software applications appropriate to this position

Planning and organizational skills
